Sterling salaries are seriously affected by constant rise in silver and the Legislative Council are pressing for Covernment action. I think that some relief is necessary and I propose, as a temporary

measure +

to pay sterling salaries from May 1st to end of the year, half at current rate, and half at the rate

of 1/8 which is rate provided in the estimated.

Similarly I propose to pay dollar salaries to which exchange compensation is attached, as if

s d exchange was a mean between 1/8 and the current rate.
